Something has changed in my PC causing a download speed of 3.6Mbps to be throttled back to 0.75Mbps...the link is fine it has been checked out by the ISP and a resident program, utorrent, can download files at the maximum rate.  Unfortunately I did not have restore configured correctly, so I cant go back to the before senario. The network speedcheck shows that  the upload speed is ok but the down load speed is compromised.  The has to be a change in the registry or a common program that is causing this throttling..other than to completely reload windows 7  I see no solution other than to locate the program or registry setting that would apply this throttle. The program utorrent has a user defined upload and download throttle and appears to function correctly....Anyone who can guide me to the registry/program setting would be appreciated. as at present I cannot stream anything into my computer and my online gaming is severely curtailed.
